The first deepwater drilling permits since the lifting of the moratorium have been issued. MMS and the temporary Bureau of Ocean Energy Management, Regulation and Enforcement will be replaced by three new independent agencies. Congress is debating raising or even eliminating the liability cap for oil spills and extending the time allowed for environmental assessments of proposed projects.
