Russell C. Trice is a Senior Associate in the firm's Los Angeles Office. He has worked on more than $25 billion aggregate principal amount of municipal and nonprofit financings. Russ focuses his practice on public finance matters as bond counsel, underwriter's counsel, disclosure counsel, borrower's counsel and bank counsel in connection with the issuance of:
- general obligation bonds;
- revenue bonds;
- commercial paper;
- certificates of participation and lease revenue bonds;
- tax and revenue anticipation notes;
- tax allocation bonds;
- multi-family and single family housing bonds;
- empowerment zone bonds;
- assessment district bonds; and
- tobacco settlement securitizations.
Russ has substantial experience in connection with 501(c)(3) organizations, including financings for housing, schools, museums and other charitable organizations. He also has substantial experience serving as special counsel to domestic and foreign banks providing liquidity and credit support for municipal and nonprofit financings.
Recent matters include representations:
- As bond and disclosure counsel to nonprofit organizations in connection with tax-exempt financings for large office complexes
- As underwriter's counsel in connection various types of transactions for a variety of investment banks, including with respect to a $200,000,000 water revenue bond financing
- As special counsel to a national banking association in connection with a major motion picture trade group
- As borrower's counsel in connection with the creation of a health benefit trust

While in law school, Russ served as Managing Editor of the Journal of Law and Trade in the Americas. McCoy, Jr. of the Los Angeles Superior Court.
